I intend to submit an incomplete draft and hope they don't notice, since it's well over the word count.

You can do that, right?

It depends on the Big Bang, I believe. Some do, as long as it's over the word count or near being finished. Others, like the J2 this year (I think) have put their foot down over it.

But how can they tell if the story is finished or not? They're not going to read every single one, and I can just choose a point which I think "looks" like an ending and send that in.

I think you should be fine. You are allowed to change things after submitting the first draft, maybe you decided to expand the fic beyond the ending after handing it in.

I don't really think they actually care, I think they just want to do everything they can to prevent people from dropping out after the art claims, and saying you have to have a complete draft NO EXCEPTIONS is probably the best way for them to do that.

da Yeah, the J2/SPN BB have been really specific that it must be a complete draft. Whether or not they will actually notice is a different matter though, and idk about that; I would not really want to chance it though.

You also can't have any placeholders, so my rough draft will probably have some really stupid little skeleton scenes where the action is described in like two sentences that I'll have to expand later.

My final word count is gonna be very close to 20K, so if I can't get some of the porn scenes before the deadline, I'm planning to just C&P some of my old stuff there to boost the count. My main story is done, so it will look complete, but I need to get in the groove for porn, and I haven't been able to do that lately.
