I thought that was only if something's being reconstructed, not for making your scars less visible?

Depends on the severity of the burn. Surgery to make sure that burns hasn't fused body parts together, making the scar tissue smaller for mobility, skin graphs aren't considered pure aesthetics because they serve a purpose beyond that. Yeah you look better, but it's because you have skin and your eyes aren't fused shut.

But if you're just getting a scar tissue removed because it looks ugly and it doesn't actually hamper anything, yeah it's not a necessary surgery. Maybe preemptive, because they tend to become problems over time, but not necessary, no.
